Answer:  No.

Discussion:

Look at the 1st and 4th members of the relation.

(7,2)    (7,3)

Treating these as points,  a vertical line passes through both of them ( x = 7 is the line) so there is no unique y value corresponding to x =7.  So no functional relationship exists between them.
