If this equation is perpendicular to y = 2/3*x - 1 and its gradient is denoted by m, then:
m*2/3 = -1
m = -3/2
Now using the point (4,7) and m = -3/2:
y - y1 = m(x - x1)
y - 7 = -3/2(x - 4)
y = -3/2x + 6 + 7
y = -3/2x + 13
