How did the american response to the japanese raid on pearl harbor differ from japanese expectations?

America didn't respond retaliation to the attack on Pearl Harbor as was planned it created the Lend and Lease act to support Britain in the war thus being a part but not taking part for the fighting
So it did not attack Japan it just helped Britain fight Japan
