We have the following inequality:

3x + 4 > -18

Subtracting 4 from both sides we got:

3x > -22

Dividing both sides by 3 we got:

x > -22/3

Since -22/3 is between -7 and -8 and x must be equal or greater than -22/3, the smallest integer value in the solution of the inequality is -7 (note that -8 isn't part of the solution)
