How can u tell if a function is polynomial

Assuming you mean how to identify whether polynomial is function or not.

If you draw a vertical line parallel to Y-axis such that it's cuts the graph of polynomial at one and only one point, then that polynomial is a function.

All functions are polynomials but not all polynomials are functions.
