I think the author put that paragraph to explain how these people were and still are people just like us. They have their hopes and dreams like us. They went through hard time but they are still human. Basically I think he put it to help the readers sympathize with the refugees.
I don't know if the way I put it helps much or not but hopefully it gives you an idea. Hope it helps some =)
