1. The British were ready to help the South fight the war if Robert E. Lee's invasion into Maryland (the Battle of Antietam) was successful. 
2. Lincoln was afraid that, because Confederate territory was so close to Washington DC, the capital would be overrun by Confederate forces.
3. He wanted to preserve the Union, even if it meant keeping slavery
