(x-h)² + (y-k)² = r²,

where (h,k) are the coordinates of the center of the circle.

In our case, we are given:

(x + 1)² +(y - 3)² = 25   we can do some factoring to obtain the following:

[x - (-1) ]² + (y - 3)² = 5²

if we compare this with our equation at the top, we can see that

h = -1 and k = 3

hence the center (h,k) is (-1,3)
