y = mx + b

4 = 2/5(-2) + b

4 = -4/5 + b

4 4/5 = b

24/5 = b

y = 2/5x + 24/5

Hope this helps! ;)

Answer:

To graph the line, we first have to find the equation of line using the point-slope formula:

[tex]y-y_{1}=m(x-x_{1})\\y-4=\frac{2}{5}(x-(-2)\\y-4=\frac{2}{5}x+\frac{4}{5}\\  y=\frac{2}{5}x+\frac{4}{5}+4\\y=\frac{2}{5}x+\frac{4+20}{5}\\ y=\frac{2}{5}x+\frac{24}{5}[/tex]

Now, by graphing, the function would be like the image attached.
