Step-by-step explanation:

First, they want you to draw an arc centered at the vertex A.  It will intersect the lines at two points.  One point is B and the other is C.

Next, they want you to draw two more arcs, one at B and one at C.  The two arcs must have the same radius.  They intersect at point X.

Draw a line from A to X.  That's the angle bisector.
