The answer is: Penal

Penal code refers to the laws that regulates how criminals should be punished.

If we set aside the inhumane factors, it is true that crime rate tend to go down if the penal code is made more severe. For examples, in Malaysia,  homosexual behaviors is considered as 'crime' and the people who did it could be publicly whipped. Due to the severe penal code, such activities are almost non-existent in That country.
