When two events are said to be independent of each other, it means that the probability that one event occurs does not affect the probability of the other event occurring in any way.

So here given event is- It rains on Thursday.

So out of all the given options, option C - you can have milk with breakfast on Wednesday is the independent event.

This event is in no way related to rains on Thursday.
