I assume that you meant $13.  In this case, the amount of money that you spent would be [tex]\frac{Money Spent}{Money You Have}[/tex].  In this case, it is [tex]\frac{4}{13}[/tex] of you money.

You spent a fraction of 4/13

That is because 4 is the amount you spent and 13 is the total amount, the fraction also means the percentage of money so using that you can also get the percentage of money spent.
