What led to the decline of the ottoman empire and the rise of the safavid dynasty?

The military forces of the Ottoman Empire became less effective which reduced the threat of the Ottomans to the Safavids. Initially, the Safavid Empire could not conquer more regions due to the trouble of having to defend the conquered areas from the threat of the Ottoman armies.
