The correct option is this: JULIUS CAESAR IS A POWERFUL LEADER WHO IS RESPECTED BY THE PEOPLE. 
Looking at the line given above, Caesar was likened to a colossus.  A colossus refers to a person of huge importance or ability. Thus, what the line is really saying is that, Caesar is a great leader, whose men are subjected to, probably because of his abilities and great leadership skills.
